'65 f100 won't start- low compression?

just finishing a partial rebuild on a '65 f100 with a straight six, and am having trouble getting it to start. I have tried adjusting the rockers to the specs listed, and tried simply tightening them to the point where they don't shake, but the engine still won't catch. it turns over completely and i'm getting a spark, the only thing i can guess is that i still haven't adjusted the rockers properly. any suggestions?
It ran before the teardown, so i know all parts are in working order, also leading me to believe that my rocker adjustment is at fault. help!
