Newbie - getting ready to cover my project 1956

Hello all,
I am going to be covering up my 1956 Chevy so I can keep it protected while I start saving for restoration (in the next few years, I sure hope I'll be on here with more questions). The truck is in really good shape, but there are a few spots on the doors that have surface rust and I'm wondering how to go about prepping those so it won't spread while covered?

I tried using really fine sanding paper to start by hand, but the paint job is so dang thick, it didnt' really help. Would it be ok for me to use a hand sander to get is down to bare metal and smooth before I use some Rustoleum primer? If so, what grit paper should I use? Thanks for the help and glad to be a member of the community.
